The federal government is the nation's single largest energy consumer, spending approximately $17 billion in fiscal year 2007 on energy for buildings and vehicles. This total represents almost 1 percent of all federal expenditures and these costs have been rising in recent years. In light of these energy price increases, congressional interest in making the federal government more energy efficient has grown as well.
